Thousands of Buddhist monks gathered in Mandalay on Sunday for an event partly organised by a scandal-hit Thai temple whose abbot is wanted for questioning on money-laundering allegations.

Rohingya Muslim insurgents say they have no option but to fight what they call Burma state-sponsored terrorism to defend the Rohingya community, and they demand that the Rohingya be consulted on all decisions affecting their future.

India has mobilised around 60,000 police and paramilitary troops in a sensitive border state ahead of the publication of a list of citizens it says will be used to detect and deport illegal immigrants, mainly Muslims, from neighbouring Bangladesh.

The 10 bodies that were exhumed have yet to be identified. No official statement has been made as to the ethnicity or nationality of the victims.

More than 1,200 civilians from western Chin State have fled to neighbouring India.

"It is standard practice in voluntary repatriation operations that UNHCR would be involved to ensure international standards are met for any type of return agreement," said a UNHCR spokesman.
