Draft charter for Myanmar’s federal transition unveiled
The National Unity Consultative Council (NUCC) and the National Unity Government (NUG) held a press conference on Sunday to introduce a draft of the “Articles of Federal Transitional Arrangements” in Mae Sot, Thailand. The NUCC was established by 33 groups opposed to the military coup on March 8, 2021. It’s an advisory body to the NUG, which is an interim administration led by lawmakers ousted during the coup.
The NUG Minister for Federal Union Affairs Lian Hmung Sakhong told DVB that this draft charter proves that resistance forces in Burma are united in building a federal democratic union as an alternative to military rule. The press conference also noted the increased use of airstrikes carried out by the Burma Air Force nationwide following the inauguration of regime leader Min Aung Hlaing as president on April 10.
The NUCC has temporarily suspended the Committee Representing Pyidaungsu Hluttaw (CRPH), a group of lawmakers elected in 2020 but ousted in the coup, from meetings since November due to “minor internal disputes.” Eight resistance groups, including the Karen National Union (KNU) and the Karenni National Progressive Party (KNPP), temporarily suspended their NUCC memberships last year.
UN Ambassador urges decisive R2P action
In a stinging address before the U.N. General Assembly, Burma’s Permanent Representative to the U.N. Ambassador Kyaw Moe Tun called on the international community to urgently invoke the “Responsibility to Protect” (R2P) doctrine to halt what he described as a system-wide campaign of mass atrocities committed by the military in Burma.
Speaking on July 6 during a plenary debate on R2P and the prevention of genocide and war crimes, Ambassador Kyaw Moe Tun warned that international inaction has fostered complete impunity for the military, leaving millions of civilians vulnerable to devastating violence. He presented updated, grim metrics detailing the scale of the crisis since the 2021 coup.
According to the data cited in his address, more than 8,100 people have been killed by the military with over 3.7 million people forced from their homes, who are now internally displaced. Between April 20 and June 30—a period of just 70 days—the military intensified its campaign, launching 1,147 aerial attacks and conducting 20 massacres against civilians. Read more on our website
Eight killed at Rohingya refugee camps in Bangladesh
At least eight Rohingya, including five children, were killed and several others were injured after heavy monsoon rains triggered multiple landslides at refugee camps in southeastern Bangladesh’s Cox’s Bazaar District on Monday, officials said. Over 1.2 million Rohingya live in overcrowded refugee camps near Cox’s Bazaar after fleeing a 2017 military crackdown in neighbouring Burma.
Most Rohingya refugee families live in makeshift shelters made of bamboo and plastic sheets on steep, deforested hillsides near the Bangladesh-Burma border that are highly vulnerable to landslides during the annual monsoon season. Landslides hit four locations across the camps, burying shelters under mud and debris while residents were asleep, on July 6, according to officials in Bangladesh.
One Bangladeshi man was killed and two family members were injured when part of a hillside collapsed onto their house in Cox’s Bazar, police stated. “Eight people have died in landslides caused by heavy rain,” said Tumpa Das, a police official in Cox’s Bazar. She said continued rainfall had increased the risk of further landslides, with thousands of refugees still living on unstable slopes. Read more on our website

AYEYARWADY—Two civilians were killed and three others were injured in Yekyi Township’s Payargyi village during an artillery attack carried out by regime forces from a neighboring village on Sunday, residents told DVB. Yekyi is located 53 miles (85 km) north of the region’s capital Pathein.
The Arakan Army (AA) and its allied People’s Defence Force (PDF) were accused of firing the artillery by pro-regime social media accounts on July 5. Fighting between the regime and the AA-led forces began in villages located along the border of Ayeyarwady and Arakan State in December 2024.
MAGWAY—The interim Magway Federal Unit shared on Friday that two new PDF units were established in Myaing and Pauk townships to join four previously established PDF units. The NUG established the Magway Federal Unit in 2025 along with National League for Democracy (NLD) lawmakers ousted in the 2021 coup.
A Magway politician told DVB on the condition of anonymity that resistance forces have launched attacks on pro-regime militias in Myaing and Pauk since May. The two towns, located 130-136 miles (209-218 km) north of the region’s capital Magway, are partially controlled by the PDF.
MANDALAY—Survivors and grieving families in Aungmyaythazan Township are expressing deep dissatisfaction after a regime court handed down a controversial five-year prison sentence to the developer of a condominium that collapsed during the devastating March 2025 earthquake.
On June 23, Naing Tun Lin, owner of N.T.L. Construction Company, was convicted of criminal negligence under Section 304-A of the Penal Code. However, the five-year sentence has sparked outrage among former tenants of the Sky Villa condominium. Read more on our website
