Eight civilians killed by paramotor attack in Sagaing Region
At least eight civilians were killed and more than 50 others were injured by a paramotor attack on a hospital in Winmana village, Kanni Township of Sagaing Region, residents told DVB on Tuesday. Kanni, located 40 miles (64 km) north of the Sagaing Region capital Monywa, was seized by the People’s Defence Force (PDF) in 2023.
“Two bombs landed on the maternity ward and patient room of the hospital, killing six civilians instantly. Two injured civilians died later,” a Kanni resident told DVB on the condition of anonymity. The PDF claimed that a paramotor from the Northwestern Regional Military Command (RMC) headquarters in Monywa carried out the attack.
Winmana village has over 1,000 households with nearly 5,000 residents, who have claimed that regime forces from the Northwestern RMC have carried out paramotor and gyrocopter attacks in Kanni and Butalin townships since October. At least 15 civilians were injured by airstrikes in Depayin Township, which is located 98 miles (158 km) west of Kanni on Nov. 10.
Thailand extradites gambling kingpin She Zhijiang to China
A Thai court of appeal has upheld an extradition order against She Zhijiang, 43, a Chinese national after more than three years of legal battles, Thailand’s state prosecutor stated on Monday. She, who also holds a Cambodian passport, was arrested by Thai police in August 2022 on an international warrant and Interpol red notice requested by Beijing, who accused him of running illegal online gambling operations.
A criminal court in Thailand ordered his extradition to China in May 2024, but his legal team appealed the decision, arguing that the order breached the law. Last month, the Thai Constitutional Court ruled that the extradition order was lawful. She will be extradited to China “to stand trial for operating illegal casinos,” the Thai prosecutor statement said.
It added that his alleged offences also included the founding and running of 239 gambling websites with circulating capital of over 12.63 trillion THB ($385.65 billion USD). He is also accused of building and operating two casinos at Shwe Kokko in Burma’s Karen State, where he allegedly “enticed Chinese nationals to participate in gambling activities” through various online platforms, the statement added. Military takes control of strategic village in Chin State
Residents and frontline sources in Tedim Township of northern Chinland told DVB that regime forces recaptured Taingen village on Sunday. The village, located 91 miles (146 km) north of the Chinland capital Hakha, sits at the junction connecting northern and southern Chinland.
“The regime wants to hold elections in Tedim and Kalay [Sagaing Region], so they need to control Taingen and the road passing through it to prevent resistance forces from attacking these towns,” a member of the Chin resistance deployed on the Kalay-Taingen road told DVB on the condition of anonymity.
Khonumthung News, which covers Chinland, reported on Nov. 11 that over 2,000 residents from Taingen and surrounding villages were displaced by fighting between regime and Chin resistance forces. The regime reportedly recaptured the Mount Kennedy outpost from the PDF-Zoland on Nov. 4. The outpost was seized by the PDF-Zoland in November 2023. Read more

MON—Regime media reported on Monday that at least 25 more citizens, including 22 Karen National Union (KNU) members in Thaton District – also known by the Karen as Doothahtoo District – have been charged under the new “Election Protection Law.”
This brings the total number of cases brought before regime-controlled courts to 120. An unspecified number of PDF members in Sinphyukyun town of Magway Region, and operators of the AAMIJ News Facebook page, have also been charged under the law enacted on July 29. Read more
KACHIN—Residents in Lonekhin village-tract told DVB that one woman was killed and her child was injured by airstrikes in Hpakant Township on Tuesday. Hpakant is located 94-158 miles (151-254 km) west and northwest of the state capital Myitkyina and the Kachin Independence Army (KIA) headquarters of Laiza.
A Hpakant resident told DVB that two civilians were killed and two others were injured during a KIA landmine attack against regime forces, which had entered the Hpakant town, on Nov. 9. Fighting between KIA and regime forces resumed in Hpakant on June 16.
SAGAING—Aid groups in Wetlet Township told DVB that more than 20,000 residents from over 20 villages have been forced to flee their homes and are in need of food aid due to a counteroffensive launched at the end of October. Wetlet is located 50 miles (80 km) east of the region’s capital Monywa.
“Each regime column has around 120 military personnel,” a PDF spokesperson told DVB, adding that fighting with regime forces began in October. Wetlet residents told DVB that homes in at least six villages, located in the west of the township, have been burned down by regime forces since Nov. 5.
