Flood and landslide warning as Bualoi reaches Myanmar
The regime’s Department of Meteorology and Hydrology issued a warning concerning Tropical Storm Bualoi, which is forecast to enter Burma as a tropical depression on Tuesday. It stated that the storm system is currently moving west-northwest after making landfall in Vietnam and warned citizens that the heavy rainfall carries the risk of strong winds, flash floods, and landslides.
Bualoi is expected to cross over Laos and reach the border areas of Burma on Sept. 30. Cloud systems associated with the storm system may cause scattered to widespread rain until Oct. 1. Heavy rain is forecast in Naypyidaw, as well as Yangon, Mandalay, Bago, Magway, Sagaing, Ayeyarwady, and Tanintharyi regions. Officials cautioned residents in mountainous and hilly areas to be aware of landslides.
Those living close to rivers and streams in Kachin, Karenni, Karen, Chin, Mon, Arakan, and Shan states were warned to be on alert for rising water levels and potential flooding. Along Burma’s coastal areas and in offshore waters, the department states that occasional squalls and rough sea conditions with wind speeds that could reach up to 35 mph (56 kmh), with wave heights predicted to be between 10 and 12 feet (3 meters).
Airstrike kills one civilian and injures four in Rakhine State
Residents of Thandwe Township in Arakan State told DVB that one civilian was killed and five others, including two children, were injured by airstrikes carried out by the Burma Air Force on Nyaungpinzay Ward on Saturday. Thandwe, located 584 miles (939 km) south of the Arakan State capital Sittwe, was seized by the Arakan Army (AA) on July 16, 2024.
“Thandwe is quite calm without clashes. And it’s been a long time since we’ve suffered from any airstrikes,” a Thandwe resident told DVB on the condition of anonymity. At least two homes were destroyed after two 500-pound (226 kg) bombs were reportedly dropped by an Air Force fighter jet, according to residents.
Thandwe came under AA control after it seized the Maung Shwe Lay naval base. One civilian was killed and six others were seriously injured by airstrikes on two wards in Thandwe in December 2024. The regime reportedly plans to retake Thandwe, Ann, Taungup and Gwa townships by October, ahead of its elections scheduled to begin on Dec. 28. Read more
Min Aung Hlaing meets Kazakhstan President during visit to Astana
Min Aung Hlaing visited the Astana International Financial Center (AIFC) to “investigate potential investment opportunities” in Kazakhstan, regime media reported on Sunday. The regime leader was in the Kazakhstan capital of Astana at the invitation of President Kassym-Jomart Tokayev.
The regime delegation from Burma was given a tour of the AIFC by Bakhtiyar Tleubekov, the chairperson of the AIFC Management Board, on Sept. 28. Tleubekov spoke about the establishment of special economic zones in Kazakhstan and the country’s investment opportunities, regime media reported.
Min Aung Hlaing met with President Kassym-Jomart Tokayev at the Presidential Palace in Astana on Sept. 27. The regime leader said the purpose of his trip was to strengthen bilateral relations and cooperation between Burma and Kazakhstan. SHAN—Residents in Hsenwi Township told DVB that the Myanmar National Democratic Alliance Army (MNDAA) staged a public execution of two men it convicted of murder on Friday. Hsenwi, located 31 miles (49 km) north of the regional capital Lashio, came under MNDAA control on Jan. 7, 2024.
“This was the first time I saw a public execution in Hsenwi,” a resident told DVB on the condition of anonymity. The MNDAA publicly executed five individuals convicted of murder and armed robbery in Lashio on April 10, before it handed the regional capital it had seized in 2024 back to the regime on April 22.
MAGWAY—The Fire Services Department announced that residents of two wards in Natmauk and four wards in Yenangyaung townships were evacuated due to floods caused by heavy rain on Sunday. Residents of Magway and Pwintphyu towns told DVB that several fallen trees were blocking the roads.
The regime’s Department of Meteorology and Hydrology warned residents in Yangon, Bago, Ayeyarwady, and Tanintharyi regions, as well as Mon and Karen states, to expect heavy rain on Tuesday as Tropical Storm Bualoi reaches eastern Burma from Laos and Thailand as a tropical depression.
NAYPYIDAW—The Central Bank of Myanmar (CBM) sold over $943,600 USD to edible oil-importing companies and $622,500 USD to fuel oil importers, along with 627,500 CNY on Sept. 26. This followed $826,100 USD to edible oil importers and over $534,700 USD to fuel oil importers on Sept. 25.
The CBM announced on Sept. 23 that it would inject $22 million USD into the fuel oil industry. It sells U.S. dollars online to fuel and import businesses at a rate of 3,600 MMK per $1 USD, while the parallel market rate is approximately 4,200 MMK per $1 USD.
