The whistleblower group Justice For Myanmar (JFM) issued a scathing condemnation on Thursday regarding Vietnam’s decision to host Myanmar regime leader Min Aung Hlaing for an official visit from Sept. 4-6.
JFM stated that Min Aung Hlaing’s participation in a bilateral business forum grants false diplomatic legitimacy to his regime, which seized power in a 2021 military coup, while deepening Vietnamese state and corporate complicity in war crimes through telecommunications, aviation fuel, and military hardware supply chains.
Mytel: Revenue, military base infrastructure, and digital surveillance
At the center of Vietnam’s commercial ties with the Myanmar military is Mytel (Telecom International Myanmar Company Limited), a joint venture between Viettel Global Investment—owned by Vietnam’s Ministry of National Defence—and the military conglomerate Myanmar Economic Corporation (MEC), which Min Aung Hlaing directly oversees.
Despite Viettel Global writing off 8.8 trillion VND ($337 million USD) of Mytel’s overdue loans as unrecoverable in its June 30 financial report, its board approved participating in Mytel’s 2600 MHz spectrum auction on June 29. JFM highlighted that Mytel directly serves the regime’s surveillance campaign.
Vietnamese companies complicit in Myanmar military atrocities?
By deploying China-derived deep packet inspection technology in data centers, Mytel enables real-time geographic tracking and subscriber monitoring, allowing regime forces to locate, detain, torture, and execute journalists, human rights defenders, and resistance fighters.
JFM’s report details how multiple Vietnamese state and private corporations maintain direct operational roles in sustaining the Myanmar Air Force’s campaign of indiscriminate airstrikes and military communication networks:

The diplomatic push comes after Vietnamese Foreign Minister Lê Hoài Trung met with regime foreign minister Tin Maung Swe and Min Aung Hlaing in Naypyidaw on Aug. 26, where both sides agreed to expand defense, security, and young officer training exchanges during the 10th Vietnam–Myanmar Joint Committee meeting.
“The Myanmar military’s ongoing war crimes and crimes against humanity are supported by revenue, technology and surveillance support from Vietnam through Mytel,” said Justice For Myanmar spokesperson Yadanar Maung.
“Vietnam must stop backing a military junta that is slaughtering civilians, committing rape and sexual torture, causing mass displacement and destabilising the region through transnational crime.”
Justice For Myanmar called on the governments of Australia, Canada, the European Union, the United Kingdom, and the United States to immediately impose targeted sanctions against Telecom International Myanmar, Viettel Global Investment, Hai Linh Co. Ltd., Allsea Management, Legendsea, and OSB Investment and Technology.
