Myanmar resistance coalition SCEF holds first formal talks with Arakan Army leadership

In a landmark development for Myanmar’s resistance movement, the Steering Council for the Emergence of a Federal Democratic Union (SCEF)—the nation’s premier resistance coalition—held its first publicly disclosed formal meeting with top leadership of the ethnic Rakhine armed group, the Arakan Army (AA), on July 23.

The virtual high-level session brought together key leaders from both organizations to discuss future political alignment, strategic coordination, and emergency humanitarian relief for flood-stricken communities in western Myanmar.

Key leadership & high-level representation

The meeting represented a major convergence between the multi-party resistance coalition established on March 30, and one of the country’s most militarily formidable Ethnic Revolutionary Organizations (EROs).

• SCEF Delegation: Led by rotating Chairman Khu Oo Reh (Interim Executive Council of Karenni State) and National Unity Government (NUG) Prime Minister Mahn Win Khaing Than.
• Arakan Army Delegation: Headed by AA Commander-in-Chief Twan Mrat Naing alongside senior United League of Arakan (ULA) officials.

“At a time when the military is attempting to launch offensives across the country using local militias, it is important for revolutionary forces to unite,” noted an Arakan-based political analyst.

Strategic & humanitarian agenda

While specific long-term political agreements were not immediately made public, discussions focused on two central priorities:

1. Future Political Processes: Aligning strategic goals between the SCEF’s federal democratic framework and the Arakan Army’s governance roadmap.
2. Post-Flood Rehabilitation: Coordinating humanitarian delivery to civilian populations across Arakan State suffering under the military’s blockade, disease outbreaks, and coastal erosion following the worst regional flooding in two decades.

The Arakan Army’s expanding footprint

The engagement highlights the central role of the Arakan Army in shaping Myanmar’s political future. Since launching its major western offensive in November 2023, the AA has effectively seized control across Arakan State:

• Territorial Control: Holds administrative control over 14 of Arakans 17 townships, as well as Paletwa Township in neighbouring Chin State.
• Geographic Expansion: Extended frontline operations into neighboring Bago, Magway, and Ayeyarwaddy regions in late 2025.

Part of a wider diplomatic offensive

The breakthrough talks with the AA coincide with an aggressive international and regional diplomatic push by the SCEF to establish itself as the legitimate representative of the Myanmar people:
