As regional leaders gather for the 48th Association of Southeast Asian Nations (ASEAN) Summit in Cebu, Philippines, the ASEAN Parliamentarians for Human Rights (APHR) is urging the 11-member bloc to join growing global demands for the immediate and unconditional release of Myanmar’s jailed leader, Aung San Suu Kyi.
A “calculated” move and demand for “proof of life”
The APHR dismissed the regime in Naypyidaw’s recent decision to transfer the 80-year-old ousted State Counsellor from Naypyidaw Prison to an undisclosed house arrest location on April 30.
Coming just four days before the ASEAN summit, APHR described the move as a “calculated attempt to deflect pressure and generate diplomatic goodwill” amid heightened international scrutiny.
Echoing calls from the U.N. Secretary-General António Guterres, U.N. Human Rights Chief Volker Türk, and the U.S. State Department, the APHR also threw its support behind the growing ‘Proof of Life’ campaign.
Championed by Suu Kyi’s son, Kim Aris—who has had no direct contact with his mother since the February 2021 coup—the campaign demands that independent observers be allowed to verify her health and well-being.
The failures of the Five-Point Consensus
The statement highlighted the stark limitations of ASEAN’s diplomatic efforts over the past five years.
Despite the Five-Point Consensus explicitly requiring the regime in Naypyidaw to engage in genuine dialogue with all stakeholders following the 2021 coup, the APHR noted that the ASEAN Special Envoy has never once been permitted to meet with the democratically-elected leader of the country, who won Myanmar’s last free election by a landslide.
While the group welcomed the Philippines’ recent push—acting in its capacity as the 2026 ASEAN Chair—to secure a meeting with Suu Kyi, they are urging the entire bloc to elevate that request into a unified, non-negotiable position.
Core demands for ASEAN leaders
The APHR officially called on the regional leaders convening in Cebu to take the following concrete actions:
- Exert Coordinated Pressure: Move beyond mere words and apply genuine, coordinated pressure on Naypyidaw to secure Aung San Suu Kyi’s immediate and unconditional release.
- Grant Independent Access: Ensure her family and independent observers are permitted immediate access to verify her physical condition without delay.
- Reject Illegitimate Processes: Reaffirm that any political framework or process that excludes Myanmar’s democratically elected representatives lacks legitimacy and must not be recognized by ASEAN.
