ASEAN envoy denied access to Aung San Suu Kyi during humanitarian mission to Myanmar

The Association of Southeast Asian Nations (ASEAN) Special Envoy on Myanmar, Philippine Foreign Affairs Undersecretary Maria Theresa Lazaro, concluded a high-stakes mission to Naypyidaw where she held direct talks with regime Foreign Minister Tin Maung Swe on the ongoing civil war and expanding cross-border humanitarian access.

The diplomatic mission—conducted amid deep regional divisions over re-engaging the regime—underscores Naypyidaw’s aggressive push to end its five-year diplomatic isolation since the 2021 military coup, even as senior regime officials denied the envoy physical access to jailed State Counsellor Aung San Suu Kyi.

Discrepancies quickly emerged between official accounts of the meetings.

Regime media reported on Friday that discussions centered on “ways to restore Myanmar’s original role and rights within ASEAN.”

The regime has been barred from high-level ASEAN summits and meetings since April 2021 after regime leader Min Aung Hlaing agreed to implement the regional bloc’s Five-Point Consensus peace plan for Myanmar but has never done so.

Regime Foreign Minister Tin Maung Swe claimed that Naypyidaw is working to implement the ASEAN peace plan, but pointedly asserted this would only occur “in line with its national interests and sovereignty.” I

n sharp contrast, an official press release issued by Lazaro’s office made no mention of any dialogue regarding the restoration of Myanmar’s institutional standing, focusing instead on urgent humanitarian corridors and de-escalation benchmarks.

The visit took place against an increasingly fraught diplomatic backdrop, following Naypyidaw’s declaration in August that an ASEAN special envoy was “no longer necessary.”

As the civil war has claimed an estimated 100,000 lives and displaced over four million people nationwide, international calls for verified access to political detainees remain a central point of contention.

While Lazaro formally requested a meeting with ousted leader Aung San Suu Kyi—who remains held in arbitrary detention following the 2021 coup—the regime once again refused access.

Lazaro recounted her inquiry to Philippine media into the 81-year-old jailed Myanmar leader’s condition: “I asked about the situation of Daw Aung San Suu Kyi and the response was quite positive that she’s doing well.”
